The Center for People Empowerment in Governance (CenPEG) submitted on July 8, 2014 its position paper on proposed Partylist amendments to the House Committee on Suffrage and Electoral Reforms (CSER), chaired by Rep. Fredenil H. Castro.

The paper, based on a study, “Measuring the Compliance, Proportionality, and Broadness of a Seat Allocation Method,” was submitted in response to a request by the CSER and its technical working group (TWG). The study was authored by CenPEG Fellow Felix Muga II.

Muga II is also associate professor of Ateneo and is the current chair of the Mathematics Division, National Research Council of the Philippines (NRCP).
